There is a dangerous man pushing a cart with a blue tarp and carrying a big stick downtown. I watched him beat a mother goose to death on the River Trail near the Clinton Center yesterday and when police were notified by other community members nothing was done - at the end of the work day he was still outside my office area with his beating stic. This individual is clearly suffering from mental health issues and is a danger to both animals and the general public. I implore the city to do more.
